It's the cat from Sailor Moon! I don't remember the name though... was it Luna? Something like that :D

OMG it's Katsura from Gintama.
He's ussually a person though, it was only for one arc that he was a cat. The paper cat is definatly him though. It looks EXACTLY like he did in the anime, same expression and ribbon and everything.
