The construction of a highly independent and attractive new urban center, to form the heart of Saitama Prefecture for the 21st century, will reduce the excessive dependence on Tokyo and foster local pride and identity among the citizens of Saitama Prefecture.

Saitama Shintoshin is located at the center of the Kanto Plain, serving as a major intersection covering not only Kanto, but also the Tohoku and Joshinetsu regions. The relocation of several national government agencies to Saitama Shintoshin coupled with the concentration of advanced business, commercial and cultural functions will enable this new urban center to take on some of the responsibilities of the nation's capital and lead the way in the reorganization of the greater Tokyo metropolitan area-Saitama Shintoshin
